The Roosevelt Steamship Company had just received permission from the U. S. Postmaster General to carry mails from Baltimore to Hamburg. Thus a line was formed. There were five sister ships in the fleet CITY OF BALTIMORE, CITY OF NORFOLK, CITY OF HAVRE, CITY OF HAMBURG, and CITY OF NEWPORT NEWS. Each was a converted WW1 hull. Photos,
